Suspicious Transaction Reporting
Definition
The regulatory obligation imposed on retailers and manufacturers to report purchases of restricted precursor substances that are suspicious by volume, frequency, or combination. Required under EU Reg. 2019/1148 Annex II, the US SAR system, and parallel frameworks in the UK and India.
- Applies to
- Precursor substance retailers and manufacturers
- Trigger
- Purchases suspicious by volume, frequency, or combination
- EU basis
- Regulation 2019/1148, Annex II
- Also covered by
- US SAR system, UK and India frameworks
Common questions
Why does combination of purchases matter as much as volume in triggering a report?+
A single precursor purchased in bulk may have an innocent industrial use, but several different precursor chemicals bought together by the same buyer can match a known explosive synthesis route, such as the components for TATP or urea nitrate, which is a stronger indicator than any one chemical's volume alone.
Who is legally responsible for filing under this obligation, the buyer or the seller?+
The obligation falls on the retailer or manufacturer selling the restricted precursor, not the buyer. This shifts front-line detection to the point of sale, where staff are trained to recognise suspicious purchase patterns and file a report to the relevant authority before the transaction proceeds unnoticed.
